Benue Governor Alia Wins 2026 Digital Governor of the Year Award

Benue State Governor Hyacinth Alia has been named Digital Governor of the Year 2026 by the Bureau of Public Service Reforms in the Presidency, a national recognition of his administration’s technology-led public-sector reform programme.

National recognition for Benue’s digital agenda

The Nigeria GOVTECH Public Service Award 2026 reflects an assessment that places Benue among the states advancing digital government and modern public administration. The honour signals that the administration’s performance in deploying technology, reforming institutions and improving service delivery has gained federal recognition.

The Federal Government evaluated states on a comparative basis, examining their performance in areas including:

  • Digital public-service delivery;
  • Technology infrastructure;
  • Institutional preparedness;
  • Transparency and accountability;
  • Innovation; and
  • Partnerships.

Alia’s selection highlights the expanding place of digital tools in the state’s governance model. The award is also seen as an endorsement of a policy vision being converted into institutions, infrastructure and measurable administrative outcomes.

A central vehicle for that programme is the Benue Digital Infrastructure Company PLC, or BDIC, which the Alia administration created in 2024 to lead the state’s digital transformation.

BDIC received the Best State ICT Agency prize at the 2025 national GovTech awards. That earlier award pointed to institutional progress in the state’s technology drive, while the governor’s 2026 recognition extends that trajectory.

Infrastructure and civil-service modernisation

Benue is developing an integrated digital-governance structure through the Ministry of Communications, Innovation and Digital Economy, BENDISMEA and BDIC. The programme includes investments intended to improve the speed, reliability and transparency of government operations.

  • Electronic document-management systems;
  • Digital administration of land records;
  • Fibre-optic links connecting government ministries, departments and agencies; and
  • Implementation of a procurement contract covering 3,500 computers and high-specification servers.

The government has also focused on improving the technology capabilities of public employees. Since 2025, BDIC and the Nigeria Data Protection Commission have trained 30,000 state and local government workers in digital tools and data-privacy practices.

For residents, the shift toward electronic records and workflow systems is expected to reduce delays caused by paper files, make official records easier to retrieve, reinforce accountability and create more transparent and responsive government processes.

Digital legislature and skills programmes

The state’s technology programme has also reached the legislature through the Benue e-Parliament Management System. The initiative combines digital systems with capacity-building and laptop provision for standing committees, aiming to introduce more technology-enabled legislative procedures.

Training delivered in 2025 for lawmakers, directors and committee secretaries covered use of a platform designed to enable paperless records, virtual attendance and access to legislative information. The measures are intended to improve lawmaking, strengthen oversight and increase public accountability.

Outside government, the administration is targeting employment and enterprise opportunities for Benue’s young population. Its digital-skills initiatives include:

  • Technology training provided to 10,000 young people;
  • The first and second children’s technology boot camps, conducted by BDIC in 2025 and 2026; and
  • An ongoing digital-skills programme for 20,000 youths, run with Cisco Networking Academy and BDIC.

The Benue State Digital Economy and E-Governance Training Centre, now being developed at the Benue Public Service Institute, is expected to provide a permanent base for digital capacity-building.

The government has additionally established a dedicated ICT centre for persons with disabilities. Its first and second trainee groups have already received training, reflecting an inclusion strategy intended to extend digital opportunities to residents who may face barriers to conventional programmes.

Broadband investment and the next phase

Benue has approved a digital register for artisans, a measure intended to make skilled workers easier to identify, support referrals and help authorities direct training and enterprise-support programmes more effectively.

To attract private investment in broadband networks, Alia has granted telecommunications operators free right of way and moved against unlawful tax demands affecting their operations. The measures are intended to lower unnecessary costs and obstacles to network expansion.

Taken together, the initiatives offer the state a route toward less bureaucratic friction, stronger financial and administrative openness, better records management, and a more attractive operating environment for companies and investors.

The governor’s GovTech award is therefore tied to the wider institutional changes being pursued in Benue. Although receiving a national prize at the Presidential Villa carries significant prestige, the more important test will be whether the state can build on current gains, finish projects already under way, widen access to digital services and ensure that urban and rural communities both benefit from the technology programme.
