Enoh Urges Industry Leaders to Rally Around Dangote Refinery as Nigeria Pushes $1T Economy

Nigeria’s industrial policy push under President Bola Tinubu is being framed through the lens of the Dangote Refinery, with a senior minister urging leaders to stay closely connected to marquee industrial projects. John Owan Enoh, Minister of State for Industry, visited the Lagos facility this week and said the refinery is central to the administration’s goal of building a $1 trillion economy.

Quick facts

  • Minister of State for Industry John Owan Enoh visited the Dangote Refinery in Lagos on Wednesday.
  • The refinery has a capacity of 700,000 barrels per day.
  • Enoh linked the project to Tinubu’s $1 trillion economy target.
  • Enoh said no industry minister should skip a visit to the refinery.
  • Aliko Dangote urged the Federal Government to make industrialisation the core of its economic strategy.
  • The refinery recently said it raised $2.5 billion in new equity via a private placement.
  • Fuel prices cited: petrol is reportedly sold at N1,300–N1,335 per litre in Abuja and nearby areas, while the refinery set its gantry price at N1,215 per litre.

Speaking after touring the 700,000-barrel-per-day complex, Enoh said the plant is a significant pillar of Nigeria’s industrial base—one that aligns with the administration’s development blueprint. He argued that the project’s impact goes beyond production, pointing to its importance for industrial growth, employment prospects, and the broader national vision for a one-trillion-dollar economy.

Enoh was emphatic that industry oversight must include direct engagement with major operating assets. “You cannot be a minister in charge of industry and not visit the Dangote Refinery,” he said, adding that the facility “matters” for what it signals about Nigeria’s industrial ambitions.

In his remarks, the minister also called the refinery a strong real-world example of the administration’s industrialisation principle. He described the Dangote Refinery as one of the clearest demonstrations of how the government’s economic direction can translate into large-scale industrial capability.

Dangote presses industrialisation as strategy

During the same visit, Aliko Dangote, President and Chief Executive of Dangote Industries Limited, urged the Federal Government to put industrialisation at the center of its economic approach. He said prosperity cannot be achieved without a robust manufacturing foundation, framing industrial capacity as a prerequisite for sustained growth rather than a side objective.

Dangote also addressed the relationship between the government and the private sector, noting that he has worked with multiple past Ministers of Industry. He said the current minister’s commitment stands out, and added that the ministry would play a key role in pulling in investment, supporting job creation, and advancing the administration’s one-trillion-dollar agenda.

The visit comes after the refinery disclosed it had secured fresh funding through capital markets. The Dangote Refinery said it raised $2.5 billion in new equity via a private placement, underscoring investor interest in its expansion and its stated role in Nigeria’s energy and industrial ecosystem.

Fuel price pressure in the background

Enoh’s trip also landed amid renewed pressure from fuel price increases across Nigeria. The report cited current petrol retail prices of between N1,300 and N1,335 per litre in Abuja and surrounding areas, while the refinery’s own petrol gantry price was set at N1,215 per litre.

With the administration tying its economic transformation agenda to industrial scaling, the refinery’s financing update, ongoing fuel pricing relevance, and high-level political attention are being positioned as part of a broader effort to move Nigeria closer to the $1 trillion growth target.
