Kebbi State House of Assembly has approved the state’s Medium-Term Expenditure Framework and Fiscal Strategy Paper for 2027 to 2031, setting the basis for budget planning and fiscal policy over the five-year period.
Key takeaways
- The framework is intended to shape Kebbi’s yearly budgets in line with its broader development agenda.
- It places emphasis on public-focused initiatives and on unlocking current and future economic opportunities.
- The projections were judged achievable amid prevailing economic conditions and efforts to raise internally generated revenue.
- Lawmakers adopted the documents through a voice vote chaired by Speaker Salihu Maikasuwa Dangoje.
- The approved papers will be forwarded to Governor Nasir Idris for assent.
Committee review and fiscal priorities
The Assembly adopted the two policy documents during Tuesday’s plenary after receiving the report of its joint committee on finance and appropriation, budget monitoring, economic planning and due process.
Adamu Muhammad Birnin Yauri, who chairs the committee, said the MTEF and FSP would provide a structured guide for preparing annual appropriations while ensuring that spending plans remain consistent with the state’s development objectives.
He said the package gives priority to programmes and projects aimed at improving residents’ welfare, while also seeking to make the most of existing resources and prospective economic potential.
Birnin Yauri said the framework meets requirements under the amended 1999 Constitution as well as Kebbi State legislation covering public financial management, fiscal responsibility, procurement and audit procedures.
He added that the planning assumptions incorporate international economic trends and conditions within Nigeria, enabling the state’s fiscal plans to account for both domestic and global developments.
Assembly approval and next steps
The committee chairman described the revenue and spending estimates as realistic in light of the current economic environment and the state government’s push to strengthen internally generated revenue. He called on members to endorse the papers, describing them as an important platform for sustainable public finances and economic expansion.
Muhammad Garba Bena formally moved the motion to approve the documents, with Muhammad Buhari Aleiro seconding it. Speaker Dangoje then submitted the motion to a voice vote, after which members adopted both the committee report and the 2027–2031 MTEF and FSP.
The Assembly is now expected to send the approved documents to Governor Nasir Idris for assent.
