NIGCOMSAT Faces Mounting Scrutiny Over Procurement and Staff Welfare Claims

Allegations of procurement failures, weak employee welfare and broader governance problems have intensified at Nigerian Communications Satellite Limited (NIGCOMSAT), a Federal Government agency led by Managing Director Jane Egerton-Idehen.

Employees who spoke anonymously described the period since Egerton-Idehen took office in November 2023 as among the most challenging in NIGCOMSAT’s history. Their complaints include disputed management decisions, unpaid financial commitments, alleged victimisation and concerns about how promotions are handled.

Staff welfare and unpaid obligations

One of the most pressing issues involves employees who carry out assignments on behalf of the agency. Staff members alleged that they have been expected to pay for domestic and overseas official travel themselves, while reimbursements have sometimes been delayed or allegedly not made at all.

Some employees have reportedly borrowed from banks to cover those costs. They say the associated interest and repayment burdens continue to grow while the agency’s refunds remain outstanding.

One employee said the arrangement had become unsustainable, explaining that borrowing to travel for NIGCOMSAT was followed by a difficult struggle to recover the money.

NIGCOMSAT spokesperson Stephen Kwande acknowledged concerns about employee welfare but said efforts were under way to resolve them. He noted that staff salaries had not been reviewed for 17 years and argued that the resulting income pressures could not fairly be attributed solely to employees or the current management team.

Kwande said the administration, which has been in place for less than three years, had advanced the salary-review process significantly. He urged employees to remain patient while the review is completed.

Questions over satellite procurement

Scrutiny has also focused on the contracting process for NIGCOMSAT’s recently approved satellite projects. Thales Alenia Space of France and Israel Aerospace Industries (IAI) were identified as the contractors chosen for the new programme.

Industrial sources alleged that China’s Great Wall Industry Corporation performed better than the two selected bidders in parts of the technical and financial assessments, but was not ultimately named the preferred contractor.

Hughes restructuring creates project-continuity concerns

On 16 September 2026, NIGCOMSAT was reported to have selected Hughes Network Systems’ JUPITER scalable gateway as the ground infrastructure platform for the planned NIGCOMSAT-2A and NIGCOMSAT-2B satellites.

The decision followed the 3 August 2026 disclosure that Hughes Satellite Systems, an EchoStar subsidiary, had sought protection under Chapter 11 of the US bankruptcy code. The company cited substantial debt and concerns about its financial condition.

Hughes’ proposed role in supplying essential ground infrastructure, technical assistance and local assembly capacity creates possible strategic, financial, supply-chain and delivery risks for NIGCOMSAT’s next-generation satellite programme.

The situation underscores the importance of contractual protections, detailed financial and technical checks, project-continuity clauses, backup suppliers, performance guarantees and contingency plans for critical ground-segment equipment.

NIGCOMSAT’s response

Kwande defended the satellite procurement, saying Thales Alenia Space and IAI were the most qualified bidders in the competition. He said both companies had met the tender requirements and passed through the required procedures.

He added that US companies had also participated but were not selected. Chinese bidders, including Great Wall Industry Corporation, likewise took part without securing the contract.
