SEDC Targets War Legacy and Infrastructure Deficits in South-East Nigeria

The South-East Development Commission’s new headquarters is expected to give the agency a stronger base for tackling infrastructure gaps, economic underdevelopment and the long-running consequences of Nigeria’s civil war across the region’s five states.

Key takeaways

  • The commission’s mandate is intended to confront war-related damage, years of underinvestment and major infrastructure shortages in the South-East.
  • Enugu State Government donated the commission’s new four-storey headquarters, removing the need for rental payments.
  • Housing departments, management and employees in one location is expected to improve planning, coordination and project delivery.
  • The South-East Venture Capital Programme, introduced in May 2026, aims to finance young tech entrepreneurs and innovation centres.
  • A proposed South-East Investment Company would link private investors, diaspora capital and other financiers to regional projects.

Reconstruction mandate and institutional role

Chris Nkwonta, chairman of the House of Representatives Committee on the South-East Development Commission, said the agency has an opportunity to deal with the severe legacy of the civil war, prolonged neglect and deficient public infrastructure throughout the five-state region.

He made the remarks during an oversight inspection of the commission by members of the House committee.

Nkwonta said the headquarters would create the institutional capacity required to turn the post-war principle of Reconstruction, Rehabilitation and Reconciliation into working development programmes for the South-East.

He said broad-based economic initiatives and targeted interventions could help restore damaged assets, including federal highways, government buildings and urban areas, while supporting wider economic expansion.

Headquarters expected to cut costs and support investment

Mark Okoye, managing director of the SEDC, said the four-storey building provided by the Enugu State Government would materially improve the commission’s operational strength and administrative effectiveness.

The facility will bring the commission’s departments, executive leadership and workforce into a single location, improving internal coordination, strategic decision-making and the delivery of projects, he said.

Okoye added that a central headquarters would reduce administrative division, support longer-term planning and help accelerate the rollout of regional development master plans.

Operating from premises supplied without rent will also lower property and overhead expenses, freeing additional funds for priority schemes such as road development and community-level projects, he said.

On cooperation among the region’s states and the push for innovation, Okoye said the headquarters would function as a centre for deeper collaboration among the five South-East governments and for programmes intended to foster entrepreneurship and technology development.

He pointed to the South-East Venture Capital Programme, launched in May 2026, which is structured to offer financing to emerging technology innovators, create innovation hubs and reduce the movement of young people from the region to major economic destinations, especially Lagos and Abuja.

The headquarters will also improve the commission’s ability to draw capital through the planned South-East Investment Company, Okoye said. The proposed vehicle is intended to provide an institutional channel connecting private investors, diaspora participants and other funding providers with large-scale development opportunities across the South-East.
