
St. Kitts and Nevis has expanded its biometric passport programme to Africa, allowing citizens across the continent to complete enrolment at a new collection centre in Lagos. The initiative is part of a global network intended to reduce the need for citizens living abroad to travel to the Federation, while existing citizens must finish the process by July 31, 2027.

The Citizenship Unit is building an overseas service structure so citizens can record their biometric details closer to where they live. The upgrade combines new technology with physical collection sites, rather than requiring passport holders to return to St. Kitts and Nevis for registration.
Applicants use an Authorised Agent and the government’s official Biometric Enrolment Platform. The system links the applicant’s identity, appointment details and biometric records through a defined administrative process.
How existing citizens apply
Citizens in Africa must first select an Authorised Agent. That agent then supplies a customised registration link through which the citizen can begin the application.
The applicant creates an account with a Certificate of Registration number and other personal information. The online form requires the applicant to choose an approved collection site, select an open appointment slot and pay the relevant charge.
Submitting the booking does not secure the appointment immediately. The request moves into a “Waiting for Agent Confirmation” status while the Authorised Agent checks it in the administrative portal. The Citizenship Unit completes the scheduling process after the agent approves the request.
Collection appointment
The in-person session is expected to last about 15 to 30 minutes. Applicants provide fingerprints and a digital facial photograph, while an iris scan and electronic signature may also be taken where required.
A passport must be presented to verify the applicant’s identity. Once the data has been collected, it is sent to the Government of St. Kitts and Nevis for processing.
Successful enrolment generates confirmation for both the citizen and the Authorised Agent. The passport application can then move forward.
International network
The overseas expansion reflects the geographically dispersed character of St. Kitts and Nevis’ citizenship base. Alongside Lagos, the Citizenship Unit lists facilities in St. Kitts, London, Dubai, Abu Dhabi, Istanbul, Hong Kong, Toronto, Ottawa, the Washington, D.C. area, Jeddah and Singapore.
For Africans, Lagos offers a regional option and limits the need to travel to a centre elsewhere in the world. More broadly, the network shows that the government is pursuing a distributed model for passport modernisation instead of making citizens return home solely for biometric capture.
Passport modernisation
The programme began in April 2026 and is designed to bring the country’s passport arrangements into line with current biometric security practices used internationally, including in the European Union, the United States and the United Kingdom.
Biometric registration is a central part of that transition. Existing citizens face the July 31, 2027, completion date, while new applicants must provide biometrics during the citizenship application process.
For new applicants, appointments become available once an application reaches the Approval in Principle stage.
Temporary fee discount
The present bundled biometric-enrolment charges are US$2,500 for the primary adult applicant, US$2,000 for a second adult and US$1,300 for a child below 16.
A 10% reduction in government biometric fees is available for citizens who complete enrolment between July 20 and December 31, 2026. The regular charges resume on January 1, 2027.
The temporary saving, together with the 2027 deadline, gives existing citizens an incentive to register early instead of waiting until the final months of the transition.
