Delta Pensioners Seek Interest on Delayed Retirement Payments

Delta State Governor Sheriff Oborevwori’s administration has been praised for tackling long-standing pension arrears, but calls are growing for delayed retirement payments to include the statutory interest needed to protect pensioners from inflation.

Key takeaways

  • Oborevwori’s M.O.R.E Agenda is built around Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.
  • The state has committed more than N10 billion towards inherited pension liabilities.
  • A N40 billion credit facility was guaranteed to settle outstanding obligations involving local governments and primary-school teachers.
  • Retirees are still seeking compensatory interest on entitlements that were paid late.
  • Delayed pension funds can leave elderly citizens unable to meet medical, food and other essential costs.

Welfare record and pension intervention

A government should be measured by more than bridges, flyovers and broad highways. Its deeper standard lies in the way it supports children, older people, and citizens living with illness, poverty or disability. As Hubert Humphrey argued, the moral measure of public authority is reflected in its treatment of those at the beginning, end and margins of life.

Delta State has undergone what is seen as a major change in its approach to governance since Oborevwori took office. Working through the M.O.R.E Agenda, his administration has moved rapidly to pursue development, broaden opportunities, implement practical reforms and improve peace and security.

The governor has also been portrayed as a leader who has honoured his commitments while showing compassion towards residents.

At a time when bureaucratic delays have slowed welfare efforts in many parts of the federation, Delta State has moved to strengthen social support. The most prominent intervention has been the effort to resolve pension debts inherited over roughly a decade. The administration has provided more than N10 billion for the state’s pension backlog and acted as guarantor for a N40 billion financing arrangement intended to clear liabilities affecting local government workers and primary-school teachers. Those measures have enabled thousands of elderly people to receive payments that had been overdue for years.

Call for interest on late entitlements

However, a strong start does not mean the work is complete. While the pension payments have reduced a heavy historical burden, an important structural issue remains unresolved.

Despite the scale of the disbursements, delayed entitlements have reportedly been paid without the interest required by law. Many retirees spent years facing severe economic pressure while waiting for money earned during their working lives. Paying those sums long after they were due, without adjusting for Nigeria’s high inflation, leaves pensioners receiving assets whose value has been substantially reduced.

The regulatory rules of the National Pension Commission are clear on delayed remittances and payments. They require compensatory interest to be applied so that retirees are shielded from the loss of purchasing power caused by late contributions.

For elderly citizens, delayed justice carries immediate and painful consequences. Each additional month without payment, every deduction that is not refunded and every kobo of unpaid interest can mean forgone medical care, difficulty buying food and a loss of basic dignity.

There is optimism that Oborevwori will ensure the gains associated with the M.O.R.E Agenda are not undermined by administrative shortcomings within the pension bureau. Having demonstrated the political capacity to deliver major infrastructure schemes across Delta State, the governor is being urged to address the remaining pension-system discrepancies as well.
