The Federal Government, via the Nigerian Civil Aviation Authority (NCAA), has instructed its directorates to halt regulatory and administrative services to 11 domestic airlines. The move is tied to unpaid statutory obligations owed to the aviation regulator, with the airlines placed on an updated “No-Pay-No-Service” list.
In an internal memo issued by the authority’s Director of Finance and Accounts, Olufemi Odukoya, all departments were told to stop providing services to the affected operators until they either settle the outstanding balances or reach an approved repayment arrangement. The directive applies across directorates and is intended to ensure that the regulator’s oversight functions are not carried on credit.

Beyond the list-based suspension, the memo also required directorates to pause services to the affected airlines until they receive financial clearance from the Directorate of Finance and Accounts. The instruction was circulated to the authority’s regional offices and copied to the Director-General of Civil Aviation and other senior officials within the agency.
Among the operators flagged for the service suspension are Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.
The NCAA said the directive is explicit: no directorate should provide any service to the named airlines unless it has received financial clearance from the director of finance and accounts.
